Answering ratepayers’ questions, sending bills and posting payments are all the work of the Customer Information Services Division.  HRSD offers municipalities our Hampton Roads Utility Billing Service (HRUBS).  HRUBS currently provides bi-monthly bill printing and payment processing at no cost to participating municipalities. Those localities that desire more frequent billing pay a small fee to cover postage and handling. Instead of receiving multiple bills, customers receive one bill through HRUBS.  

The Accounting Division handles fiscal affairs such as preparing statements, budgets, management reports and payroll.

The Internal Audit Division examines records and procedures to look for ways to increase efficiency and effectiveness of all operations and ensure an appropriate internal control framework exists to minimize the risk of loss to HRSD.

The Procurement Division is responsible for purchasing, renting, leasing or otherwise acquiring goods and services.   This division also manages vendor relationships and the disposal of surplus property.
